MORNING DECREES AND INSTRUCTION
Do you all have a decree book?
There are some on the seats up here, and we’d like to have you come as close as possible to the front so that we can form a single flame as we work together. We will have the door shut, then, please.
How many of you have ever used the violet flame? Or let’s say, how many have not used the violet flame? If you have begun to read our book, you realize that you soon come to the awareness of yourself as a flame. The flame of the Holy Spirit is the pure white fire of the Father-Mother God. When it is broken down into the seven rays, we begin to see the qualities of the Christ consciousness that emerge from the Holy Spirit. Man is a flame, and in order to become more of that flame, as Kahlil Gibran said, “A flame Spirit gathering more of itself.” In order that we might gather more of the flame that we already are, which is God, we must invoke more of it. God is everywhere, but in order to focus his Presence where we are, we have to use the power of his name to develop the concentrated power of his energy.
In the early lessons of the Keepers of the Flame, we have “The Keeper’s Daily Prayer.” It is No. 1.00 (one point zero, zero) in our books, if you will turn to this. Our decrees follow a decimal system, so that you have before No. 1.00, you have decrees that have a previous number in the decimal. This is “The Keeper’s Daily Prayer, No. 1.00. It is through this invocation that we establish ourselves in the flame of God. We are reestablishing our identity as a flame. Let us give this No. 1.00 together. (This is given together, one time.)
We have several names for the flame, which are interchangeable, and they are synonymous. We call it the “sacred fire,” we call it the “fire breath,” the “ray,” the “light,” “energy” – all of these things refer to the primal essence of being which we are, and with which God has endowed us as the being which is the flame upon the altar of the heart. You will notice in our invocations that we use the terms interchangeably. And I don’t want anyone to be confused, because they are synonymous.
Now when man was given a three-fold flame by God, that flame was unlimited in its manifestation. In the early golden ages which you read about in the third chapter of our book you find that flame was six to nine feet high. Man had unlimited power as a co-creator with God, because he had not descended into the energy veil that is called evil. He had an awareness that evil was a choice, but he hadn’t chosen it yet. And so there was no reason to curtail his power to create. After the fall, what is known as the “fall from grace” that threefold flame was reduced to one-sixteenth of an inch in height in the being of man. And this is the size it remains today, just large enough to sustain the four lower bodies, but not large enough to give any individual the power to wage total planetary and interplanetary war, which seems to be what happens to people who are imperfect, who have aggressions, when they get unlimited power. As it is now, people fight on a one-to-one basis, and groups of people fight on a national level. But they do not have the power to totally destroy, of themselves, this entire solar system.
Therefore, in order to return to the state of grace, it is necessary that we reestablish the threefold flame, that we expand it, and balance the attributes of love, wisdom, and power which are the components of the flame. This is why we invoke the light. This is why we gather together in prayer, in decrees, because it is that flame which must be expanded. Each time you give an invocation to affirm the flame, the flame bursts and leaps. And during a decree session, it can become very large. It may resume a lower level as you go about your mundane affairs. But in decrees there is no height, and no limit to which you can expand the flame, except by the limitation of your own consciousness.
Now one of the impediments to the expansion of the flame is the accumulation of the sediment of which we spoke last night. It is the density and darkness of human consciousness, of anger, of fear, of pride, and of all of the many conditions that the human ego gets us into in its belief of separation from God. In order to expand the flame it becomes necessary to move the debris which imprisons the flame. This debris you can liken unto the hardness of asphalt in a street. It’s a conglomerate mass of substance that exists on the astral, mental, and lower etheric level, around the heart and the centers of light. One of the first decrees we give to begin the melting and dissolving of that substance, because as
you remember, energy can neither be created nor destroyed, therefore we cannot simply think energy away. We cannot remove it by denying that it exists. We cannot even remove it by rising in consciousness, because when we rise we simply go up from the base of our plane of thought, and we must return to that plane to transmute that energy. So the aspect of the Holy Spirit, of the seven rays that is used to transmute this substance is the violet fire. It has the special, unique power of changing energy, of transforming darkness into light, of removing the stain. It says in the Old Testament, “Though your sins be as scarlet, I will make them white as wool.” This refers to the cleansing power of the Word, or of the fire of the Holy Spirit that removes the patterns of the human from God’s energy, and restores the patterns of the divine.
These concepts are very basic because they enable you to understand why we should decree, why it is necessary to use the power of invocation to reestablish a forcefield of light within us. The reason we do not do our decrees mentally is because in order to anchor a fiat of creation in the physical octave, it is necessary to use the throat chakra, which is the center of power. It is through that power center that we create in the physical octave, and that we reestablish the kingdom of God.
Now the carnal mind within us, discarnates, opposing forces, fallen angels, all are against the expansion of this flame. If, then, you ever have a negative reaction to an invocation that is made in your presence, or to your own decrees, remember that it is the darkness that is in us and in the world that resists the light.
When we know the law we can see through this resistance, and not give heed to it, and not consider that it is some higher voice speaking to us. It is actually the presence of darkness that does not wish to be changed.
Now the very basic invocation “I AM a Being of Violet Fire, I AM the Purity God desires” – this is a positive affirmation which your mind can accept, because you know that our God is a consuming fire. You know that you are a being of flame. That is your native identity. Your mind accepts it; your feelings accept it because you love God and you have a desire to be free. It is also accepted in the memory body because it reestablishes the original blueprint that we were speaking about in the higher etheric body, because that blueprint is fire. And finally, it is established in the physical plane because you are saying it out loud. And because you are visualizing it, you are using the power of your vision to see this. Will you see yourself standing as a purple fire, as a violet fire. And will you say with me:
“I AM a Being of Violet Fire, I AM the Purity God Desires.”

Let us go within and say this as we become it rather than just speaking it to speak it over. Let us do this slowly, and with deliberation:
“I AM a Being of Violet Fire, I AM the Purity God Desires.” (This is spoken together 6x.)
What is the value of repeating this decree? It is the same value that disciples of the Far East have found in repeating mantras. For thousands of years, they have repeated the same words because they understand that a word has the power of the pattern of fire that is behind it. If you put together a pattern of words that originate in the God consciousness, these words, each time they are spoken in the physical have the pattern which will lower from the plane of God to the plane of man, or from the plane of Spirit to the plane of soul, those energies. Each time you say a mantram, or a decree you gain the momentum that is inherent in the pattern, and you become what you say because the energy fills the cup of your consciousness and transforms your being.
It is important to understand that the action of the violet flame removes the density between the electrons within the atom. When this density is removed, the atoms begin to turn. They whirl at a greater rate. As this takes place, your consciousness of time increases, because time is nothing more than the speed of the electron around the nucleus of the atom. That is how time is measured. And the distance between the electron and the nucleus is the measurement of space. We find that we all have different time and space cycles, because we all have a different frequency, depending on the amount of light or density in the spaces between the electrons. If, then, we begin a decree slowly and it starts to get faster, it’s because everyone’s electrons are beginning to move more quickly in the room. And the value of group dynamics is that we move together, and we arise together by the action of the flame. (And I’d like to have the door closed in the back, please.)
I trust then you will be patient as we begin to build a spiral of victory. Now, the faster the whirling of the electrons, the more light, and there comes a time when that electron is whirling so fast that man makes the transition between the human and the divine, and he earns his ascension in the light. This is the only difference between an immortal and a mortal, is the frequency of the electrons in orbit. When our solar system and our earth get to the place where all the consciousness of all the people has risen to that level, the solar system itself will rise and will go through the spiral of the Ascension. So we find that it is not only man who ascends, but planets which ascend.
This process is achieved by the action of the sacred fire.
I’m looking forward with great delight to the publication of the next volume of our book, because we discuss this thoroughly, how this is accomplished. And we have an entire section of almost a hundred pages, just on the ascension itself, and how you can make the ascension. And then many, many pages and diagrams on how the flame works with the atoms and the components of the atoms. Do you know that scientists have determined at least 33 particles within the nucleus of the atom? And that number 33 is most outstanding, because it shows the initiations, once again through which the individual monad must pass.
Now at our conferences we always require those attending to read the book, The Overcoming of Fear Through Decrees , by Lord Maitreya. This explains some of the things which I have told you. If our people at the book table will remind people of this, perhaps during breaks they can purchase, or borrow a copy of that book, to understand the dynamics of group decreeing. I would like to know if there is any question on the decrees before I go any further, because it is not my wish to offend anyone with this form of meditation. If you have any questions, please put it now, and if not we’ll go on.
We wish to give this “I AM a Being of Violet Fire” and we’re going to let that speed up naturally. Now some of you have been giving this decree for many years, so your being goes into high gear, and you want to give that decree quickly. Others in the room will find that they want to start slowly, and really feel the pressure of that light as it goes through the faculty of the mind, the feeling, the memory and the physical body. Realizing that we’re all at different stages, let us harmonize ourselves and have tolerance for one another’s vibratory rate. Together:
“I AM a Being of Violet Fire, I AM the Purity God Desires.” (This is given 20 times, with increasing momentum.)
Some people who have used the violet flame for the first time should realize that they have not had the knowledge of this power for thousands and thousands of years. It is a great gift that Saint Germain has given to us in this century, and it is the fulfillment of the prophesy that the days should be shortened for the elect, because you shorten the time of the balancing of your karma by giving the violet flame, because if the violet flame has the power to transmute energy, then we see that if energy misqualified is the result of karma, we are actually balancing karma as we invoke the flame. The flame has the power to transmute the wrongs that have manifested in the worlds of other people. So it is a tremendous boon to think that by the use of this flame we can make the ascension in this or the next embodiment, according to when we pass our tests, and fulfill the divine plan.
Now another easy mantram which we give for the expansion of the power of the heart is: “Light expand, Light expand, Light expand, expand, expand. Light I AM, Light I AM, Light I AM, I AM, I AM!” Will you begin by visualizing the white fire within your heart, and as we speak will you see it getting larger and larger until you are standing in a sun of white fire? Together: (The Mantram is given 9 times.)
Now may I remind you that you will not rise in the physical octave unless you give these decrees out loud. Many of you are used to silent meditation, which has the action of transforming the mental body, and gradually what occurs in the mental body will come down and spiral through the emotional and physical, if there is no interference. But if we are to remove the impediments to perfect health, perfect life in the physical body, we must exercise the throat chakra. If this is distasteful to you, will you try it as an experiment, because you will only come to know the efficacy of decrees if you give that a try.
Now we’re going to chant one of thee invocations to the music which I told you about as being the music of the Divine Mother. It is 30.01, “Keep My Flame Blazing,” in the pink section of our books. (This song is sung.)
In the East, the chant that is used to raise the consciousness is AUM. It is the action of the flame within the heart rising to meet the God Presence, to merge with that Presence, and to attain the height of God consciousness. It is the requirement of the disciple in the West to bring the fruits of that communion of that state of bliss, back to the plane of the physical, and to make it practical. This is why in the West people are oriented toward a civilization that we sometimes call materialistic with the degrading thought. Actually there is nothing wrong with materialism if it is used to glorify God. It becomes bad when it is used as an end in itself.
But all of the practical conveniences, and all of the developments of science are an aspect of what happens when the flame that merges with the flame above returns and focuses the fruit of that communion in the plane of Matter. So, we’re going to chant the AUM and we’re going to feel ourselves rise into the level of the God consciousness. And then, when we are set in that plane, we’re going to begin to chant I AM THAT I AM, and it is the I AM above that becomes the I AM below as we say that. And this is the complete cycle of wholeness of the Father-Mother God, of Alpha and Omega. Together: AUM (is chanted 3 times, followed by I AM THAT I AM several times. Then AUM (3x) then I AM THAT I AM (16x).
Each time we gain a new expression, a higher expression of God, we then have the obligation to transmute all consciousness in the earth and in ourselves which opposes the precipitation of that consciousness in the physical octave. Let me say that again. This is a very important law. If you attain a certain perception of your divinity though meditation, the only way that you will retain it, and keep it to bring it to bear upon the world to cause change to come about in yourself and in the world, is if you transmute the energies that oppose that perception. The idea then, and the communion is the beginning – then we must go forth into the world to work the works of God that will remove all levels of human consciousness that are arrayed against that aspect of our divinity. So we find that we use alternate methods of meditation, and then we return again to the action of the violet fire. It is like raising up a pillar of fire in the wilderness. That becomes a vortex. You know how when water goes down a drain it goes into a vortex, and it draws everything with it. So when you have a vortex of light which Ezekiel described as the fire infolding itself, it will draw into itself the human consciousness that needs to be transmuted. And so each time we raise up the consciousness of God, we must also use the violet fire and the other flames of the Holy Spirit to counteract that which is the antithesis of its manifestation.
Let us give the invocation 70.11 (No. 217 on the tape). We will give the preamble when you’re ready. The preamble to 70.11! Some of you may not be familiar with the names of the masters in the preambles of our decrees. Will you understand that all who are named in them are God-free beings. They come from one of the three kingdoms, either the Elohim, the Archangels, or ascended masters. And they are beings who have dedicated themselves to the invocation of the flame that we are to give in that particular decree. So let us not be concerned about these names. In time you will find out the biographies of these individuals, these masters as we are able to publish them. They comprise the Spirit of the Great White Brotherhood, the hierarchy serving not only our evolution, but many others. This is the first violet page. We call to these beings because of their great concentrated momentum of light, which by cosmic law they must bequeath to us when we invoke their presence.

Do some of you not have books? Because we have many copies of decree books. Would you see that they’re passed out, Stanley? They’re on the seats around the room. Maybe we should put the extra ones at the back of the room so that people coming in can have them.
The invocations we are giving this morning are chants for you to exercise the practical application of the law through the energizing of the throat chakra, and of the heart. The heart is the devotion that sets the fire in motion within you, that gives you the energy to precipitate through the throat chakra. I urge all of you to use these by the power of the spoken word, rather than to silently meditate; because it is only when the group reaches a certain level of God consciousness that I can give you that invocation, the meditation of which I spoke last evening. And we must rise together on this spiral.
Now we have an invocation to Helios and Vesta. (It is 390 on the tape.) Many of these invocations which have become songs very recently are not in our decree books. This particular invocation happens to be in Climb the Highest Mountain , and I will read it to you. (I want to tell you what page it’s on, if I can find it. This is the advantage of having an index. Its on page 338.) I imagine some of you are going to become authorities on this book, even more so than we are. It is on page 338, and those of you who do not have your books, will you please write this down, because we will give this many times during the class, and you should know it also to give in your daily meditations.
You understand the Father-Mother God, that the concept of Alpha and Omega permeates all of creation as the positive-negative balance of forces in cosmos. It is referred to as the yang – the masculine; the yin – the feminine. Helios and Vesta are, then, twin flames of the masculine-feminine polarity, who ensoul the power of wisdom and love in the Sun behind the sun of this solar system. When we speak of the Sun behind the sun we are talking about the Spiritual Presence of God that is the cause of the effect which we see as any physical manifestation, or of the physical sun. So when we see a sun, such as our own sun, we know that there is a tremendous power of God which gave rise to its manifestation. And this we call the Sun behind the sun. Our own I AM Presence would be the Sun behind the sun of our being. The center of the Galaxy would be the focus that we observe which is the physical counterpart of another Sun behind the sun.
Helios and Vesta, then, focus the consciousness of the Father-Mother God in our sun. Since that is the central point of the distribution of solar energies to us in our solar system, we salute them, and we call them God-parents, because they sponsor our very life on this earth. And this is the invocation which you can write down. We say:
Helios and Vesta! (3x)
(Just put H-e-l-i-o-s and Vesta, V-e-s-t-a, and then 3x.) Let the Light flow into my being!
Let the Light expand in the center of my heart! Let the light expand in the center of the earth! And let the earth be transformed into the new day!
These four lines are: “Let the light flow into my being!” and when you say that you visualize the light flowing and filling your form and consciousness. Then once you are filled you visualize the light expand from the center of my heart. “Let the light expand from the center of my heart!” This is an explosion of those energies. They flood into us and become a concentrated or a yang focus of fire. And when they expand, it is the yin aspect of expansion. Then we say, “Let the light expand in the center of the earth!” which is the same thing, except on a larger scale. “And let the earth be transformed into the new day.” Now we’ll give this invocation:
