On Saint Germain’s “Declaration of War”
DICTATION TRANSCRIPT
Hearts of goodwill, I have chosen to speak to you at the opening of our conference of the New Year to make way for so many who are to appear from the retreats of the Brotherhood in these five days of our gathering together here at Camelot. From Darjeeling I send light and a word of goodwill. And lo, I AM here!
The blue ray of Morya is upon all. Friend and foe alike may have the benefit of my devotion to goodwill. For that goodwill is good for all. And I am the diamond blue-fire sun, and my beams of blue-white light are upon the just and the unjust. So strive to be that Impersonal Personality of Good. Strive to be that Light which gently and sternly manifests and yet does not become entwined in the entanglements of this world.
Such a blue-fire sun can be hurled where God wills. And thus, I am here and there and everywhere, beaming the light of goodwill. And the diamond-shining Mind of God yet pirces, yet pierces the darkest night of density and even depravity so much so, that you would wonder and almost laugh as from behind those closed doors of the conspirators a word of truth is heard.
Beloved ones, often the very majesty of God’s Mind cannot help but be expressed even among the most lowly of humankind. This is the meaning of being the presence of the blue-fire sun. Strive for it. Let the light itself and the sun itself go forth, and thereby you will save yourself much needless agony over the activities of the fallen ones and spare yourself the ups and downs of concerns over the chelas. Well, if Morya is not a yo-yo, up and down with the ascents and the descents of the chelas or of the world itself, then ought you not to be the fullness of that bright blue star appearing?
I have, then, a word to speak to you concerning our dear Saint Germain. He came with a statement that changed the course of the action of the entire Spirit of the Great White Brotherhood. Did you notice? He said, “I am declaring war.” Why did he declare war and what sort of war is it?
First, I shall say that the declaration of war came because the leaders of this nation did not call it war when they saw it and did not respond properly, as one responds in time of war, to the Iranian crisis. The leaders of this nation refuse to acknowledge that there is a war going on. And therefore, my beloved, they have not set in motion the necessary wheels that could accomplish the desired ends.
It is a war of the sinister force. And in this very year these fallen ones have sworn the destruction of the Light, the Messengers, the chelas, and the activity. They have taken their oaths in their council chambers, even as we have made our vows before the Ancient of Days. We have heard them say and so have some among you, “We will fight them to the finish.” Yes, indeed, to their finish and to our victory, I say. Thus you must understand that when the fallen ones declare the absolute war against the absolute Light it is time and high time that the Ascended Masters and their chelas entered in to the lineup of the Ancient of Days.
The posture of war and warfare as it stands with the hosts of the Lord is a posture of light, of tension, of discipleship. It is a posture of intense love. It is a love that swallows up all that threatens the life of these little ones.
Let us understand, then, that as we will hear the profound wisdom of the great Masters of Light during this conference, so I give my gleanings of their meditations on the Mind of God as we prepare to hear the counsel of Lord Gautama, of Sanat Kumara, and of Chananda, that we must consider what has gone before in the days, the months, the years, and the centuries. For the moment of the eighties as you have been told is a moment of integration.
Beloved ones, the Eighth Ray will accelerate‑-ready or not, like it or not‑-just as the Seventh Ray action of Saint Germain has come to the fore in the seventies with its alchemy, with its chemicalization, with its stirring up and bringing to the surface of age-old hatreds, and with the release of Mother’s message of the violet flame of freedom throughout the Stump and all of the work of the Messengers as they have served together.
That violet flame has gone forth. It has been scoffed at. It has been rejected. But it has come! And I say to you, the presence of the Seventh Ray within the earth has wrought great change in the minds of the people and in their hearts and most especially in the astral plane itself where the outpouring of the Dark Cycle and the unleashing of the bottomless pit has placed a burden untold upon the people of earth.
Let us consider, then, this declaration of war. These fallen ones have determined to destroy that which will surely destroy them. They have nothing to lose, for they are the losers in the end. Therefore, we will talk about the middle. You know the story of the beginning. You know the story of the ending. But we are in the middle. Is it not time for Gautama Buddha to come with his Middle Way, to come to the rescue of souls, seizing them from Mara’s toils? Beloved hearts, truly he is here, a gentle friend, a consort of Light.
Let us speak, then, of this sign of warfare. It is the sign when the soldier, the minuteman of Saint Germain goes forth to give his all for the consuming of Darkness. In the great wars of history fought in the nations of the earth, a time of war is a time of sacrifice. But most of all, it is the summoning of forces. What men perform in battle is no ordinary feat. It is a miracle of the intercession of angels of Light. It is a miracle of the descent of an extraordinary portion of the will of God. I said an extraordinary portion of the will of God. And yet you have been asked to maintain the posture of war, year in and year out.
Why has there ever been a time or a space when we have not been engaged in Armageddon? I daresay there has not. Thus, this declaration of Saint Germain is first and foremost the placing within this holy land of America the very matrix itself of awareness that must surely penetrate to the people that there is a war being waged on planet earth, there is a war being waged by the fallen ones through the Soviet Union, through Red China, and through the United States. Alas, beloved ones, the fallen ones claim no nation but are in every nation.
The war against the people of Light is ongoing. But we have reached the critical moment when the critical mass of Light in the earth can and shall accelerate through our chelas‑-as God has willed it so and they have willed it so‑-to be that accelerating force as the lower sphere in the figure eight that can draw down the light and be in the earth that vortex of energy to consume this momentum of war, the warfare of the fallen ones.
Beloved ones, I will tell you something. Serpent and his seed are very much accustomed to the waging of war. They expect to win for they have won again and again their battles of ages past when children of the Light have not been alert, have not elected to be joint-heirs of the Great Casual Body of the Cosmic Christ whereby his sword would pierce them through and through. Thus, they launch forth. They expect to win. God willing, and he does will it so, they shall not! They shall not win. They shall not pass.
But it needs be that our chelas understand that this time and for all time, victory is on the side of the Light. Many discouraged ones do not know this. They require your leading, your shepherding.
Beloved hearts, if you will open your eyes and look at me, you will neither slumber nor sleep. I demand that you open your eyes! It seems that when I bring my portion of cup of good cheer there is a tendency to so enjoy it and so take it in eagerly and then become aware that you have drunk a draft of Darjeeling. And the blue flame may be somewhat overpowering.
I speak to you a message that I would have you hear in this octave, in your physical bodies. For it concerns your behavior and your confrontation in the physical octave with physical individuals who have determined that Camelot is not to their convenience‑-not to the convenience of their park or their merrymaking or their levels of consciousness or to all of the plans of regionalism and the rearranging of society for mass mechanization.
Beloved ones, here or hereafter the battle must be fought and won. And as it has been said, Sometime, somewhere the children of the Light must stand, face, and conquer. We do not fight for a patch of earth. We fight for the principle of freedom. After all, the earth is the Lord’s and the fullness thereof. It belongs not to the seed of the wicked but to whomsoever the Lord Christ may give it as the reward of the path of initiation.
Thus, my children, by the Word will you conquer. Sanat Kumara has delivered to you profound mysteries on the authority of the Word, its correct use, and its misuse. The taking up of serpents comes by that authority. And I say not one but many of you will have the opportunity, glorious indeed, in 1980 to take up serpents by the authority of your very word.
Sharpen that sword, I say, for Excalibur is nigh. And you must duel with me that I may see what is your art, what is your science. I will not send you forth to take on the fallen ones until you take upon yourself the challenge of the Guru. Therefore, I fling my challenge this day and I offer you the opportunity to duel with me, that you may learn what are the real techniques of the use of the mighty sword of the Word and the release of energy when it is required.
Lord Lanto has counseled you in communication. And therefore, I add to his my assent, my affirmation that indeed it is communication, it is goodwill, it is exposure, it is setting the record straight, it is truth that must be spoken. Beloved hearts, perish the lie that says, “They will not believe it anyway, therefore why bother telling it?”
Do you speak that men may believe you or think well of you? Or do you speak because of a cosmic opportunity to write in living fire the Word of God in the physical octave, to implant in the very cells of earth the mandaint of God? If you speak expecting a reaction, then you are attached to the fruit of your own action. You speak the Word in the face of error‑-that flaming Word of truth‑-because the Word must be spoken in this octave. Much in the same manner, the Lord God sends forth the arrow in the heart of the earth. That arrow is sealed in the Tree of Life. And the Lord knows that the Word and the arrow will not return to him without a fulfilled purpose.
Truth must be spoken. Whenever s, whenever truth is spoken by the authority of the Word through the chelas of the Great White Brotherhood, it is recorded on the etheric plane, the mental plane, the emotional plane, and the physical plane. And it begins to turn. It is a mighty spiral turning. And that turning of the spiral of the Light changes the course of human history.
The battle cry of great leaders, the speeches of great men, the quiet whispering prayers of the saints, the affirmation of justice and the judgment of Evil‑-these are the words that have set the course of human events. The absence of that Word through the present president is an absence of events at all. And there is an idling in America and an idling in the world for want of the spoken Word.
When we speak through our Messenger, though the hall would be empty, yet the entire evolution of earth receives our light and the purpose to which we have come is accomplished. When we speak to thousands, then there is an amplification of our Word through their hearts as each one becomes a sending station for that signal of light. And it does goes forth! And it does precipitate the word of grace.
You will leave! I speak again of those who slumber and sleep when I come. Will you lose for me the dispensation of the Karmic Board to speak to you, my beloved? Does not the bridegroom come at the midnight hour when the virgins have not slept? Must I announce my coming? Would you be wider awake if I did so? But the test, you see, is to always be ready.
When you place yourself in this sanctuary, you place yourself as chelas at the feet of the Ascended Masters. By placing yourself here, you take the responsibility of the karma which you bring upon your own head by falling asleep. If you are tired, go to rest. Take some sleep. You may hear my dictation later. It is recorded. But do not carry water upon both shoulders seeking to serve God and mammon.
If you are here, be all here‑-wide awake and alert. For I come not so often. For I must report the tests that are passed and the tests that are failed. And I regret very much that I must speak to you, especially on the same subject again and again. For, you see, we come to a test not passed, individually and collectively, and then we must stay there. Would you stay the entire year of 1980 on the very test that two thousand years ago was not passed by the disciples in the garden?
Beloved ones, by now the light and the sword and the violet flame should have advanced your souls in the way of God-Mastery. I give you full opportunity to be or not to be in the Ascended Masters’ presence during this conference. And I hold you individually accountable when you walk through the door of the Chapel of the Holy Grail. I trust I may not speak again nor that any other Master will speak again on this subject. May it be so.
Precious ones, we speak of the import of the Word of truth that must be spoken and written. I speak of the message of the Lord God unto the prophet, that if you rebuke not the wicked one in his way and he die in his wickedness, his blood be upon you. And if his soul is lost in outer darkness, you bear the karma. And if you speak to him and he correct his way, his victory becomes your victory. And if you speak to the child of the Light who sins and his sins are still with him, then it is upon his own head and you are not accountable.
My beloved hearts, some have believed that it is not necessary to preach to serpent and his seed or to the seed of the wicked but only to call forth their judgment. May I point out to you that the preaching of the Word itself is a judgment. The very manifestation of the Word, regardless of what that word is, so long as it is the Word of the Holy Ghost‑-pure, undefiled‑-itself is the judgment. Did you know that the music of Excelsior manifest itself is a judgment unto those who may receive it or reject it, and in so doing receive the disciple or reject the disciple of the Ancient of Days.
Therefore, the blessed Saint Stephen whose Feast Day we celebrated a year ago and which we celebrate again‑-he spoke the Word of the prophets and of the Lord Jesus Christ to those very fallen ones whom he knew in his heart would not repent and bend the knee. He rebuked them because they had murdered the prophets and crucified the Christ. And through him poured the Holy Ghost. And they held their ears and rent their garments and stoned him and murdered him because they could not bear the judgment. By their reaction to him, they were judged.
Understand, then, that the Word has gone forth. Preach the gospel to every creature. It may not be comfortable and you may not be well-received, but you will go down in the annals of cosmic history as obedient chelas of the Light.
As obedient chelas, I have requested that you keep open your eyes. If you are not able to do so, you must not ignore me‑-you must remove yourself. The obedient chela does not disregard the smallest or the greatest request of his Lord.
If we did not come in person, it would not be necessary to deliver to you the necessary personal correction. And then you might take our words and tapes as some have done and use them as a convenient way to fall asleep at night. They are soothing, n’est-ce pas? But, my beloved, they are not intended to put you to sleep but to wake you up.
Wake up! I say, and understand that this is a day to rejoice and be glad that Saint Germain has declared his war and that therefore you may apply every Teaching you have received and go forth with flaming swords that are indeed the Word out of the mouth of God spoken through you.
You ought to care that we care enough to interrupt our discourse to speak to you personally, for thereby you know that we love you each one personally and we will not let your souls go into perdition, because you think that we are so impersonal that somehow this is a mechanical performance and that the words will continue to roll forth no matter what you do.
Well, beloved, it is the response and the responsive hearts of chelas that draws the Ascended Masters nigh. It is the level of attainment of the chelas that determines what we can give forth on this day dedicated to the Keepers of the Flame. We salute you, one and all, for your great gain. And we do not place a single offense against the marvelous light and daily pursuit of the Law that you have brought forth. We measure all things and yet we know it is the details of life that, thde, that determine the actions of the noble warrior of the Spirit, that determine, in fact, the alertness of mind, the quickness of heart, and the response to the call of the Master in battle.
I have requested our sons of Light to deliver to you a report on the freedom rallies that have been held. In these reports you will hear my own assessment of these events.
I will tell you this, beloved ones, that it is important to try. To try what? To try the hearts of the people, to test their very souls, and to test their response to the Light. We do not set a law of predestination or predetermination on what will be the reaction of the people to our coming. But, of course, I am certain that you recognize that we can see the handwriting on the wall.
Look at the events of history recorded in scripture. Prophets and avatars have come. They have known what the response of the fallen ones would be, yet they went forth. And those very ones were given a new opportunity in another incarnation to respond to the Light. God is not fatalistic even when man is fatalistic. Even when he has seen the response of men lifetime after lifetime in cynicism, yet he comes with joy, yet he comes through the hearts of little children. And thereby the response of those fallen ones may bring them once again face-to-face with their own karma of the offense of the little child and the judgment of the Almighty.
Therefore, it is never a foregone conclusion of what the end results will be. For we do not count results as you count them. We are waging a war that involves the separation of Light and Darkness. And we use you, my beloved, as our separators. This must happen in every nage. In every age it must transpire. And who knows when is the final hour and the final opportunity when there will not come again the offering of the little child unto the fallen ones.
Precious hearts, I am certain that you can understand that the works of Herod and his seed reincarnated in this age must bring upon many the final opportunity. You can understand when the little child who has not even yet opened his mouth to yawn or breathe in the first breath of life or utter a cry is already cut off by the Fallen One. You can understand how the LORD God Almighty would not send that little child many times again before he would call the curtain upon those fallen ones.
Therefore, you may believe with a certainty that the fulfillment of the prophecy of the Book of Revelation is come to pass and that the Final Judgment, as recorded in that book, is not a single event even as all of the other revelations are not single events but recurring cycles. Wherever you are in time and space, every cycle in the Book of Revelation is occurring. It is the alchemical formula of the acceleration of a world. That world is the lower sphere of the figure eight. It is that world which must accelerate when the initiation of the Eighth Ray draws nigh.
Eighteen hundred eighty. See what is the turmoil in this nation. What is taking place in that decade? History repeats itself. The turmoil of Civil War and all that transpired afterwards in the era of reconstruction‑-this period of reconstruction was also a period intended for reintegration, yet some were left out of that moment of integration. The cycle comes again. And the meek and the lowly centered in God, accelerating worlds, shall inherit the earth.
What will take place in 1980 and the decade? Meditate upon the figure eight and visualize the energy beginning to move. It is descending and ascending. Light flows over the circles of light descending from above in the clockwise direction, ascending counterclockwise and returning to the Source. It intensifies. It accelerates. All that is in its octave must accelerate with it.
This acceleration of the figure-eight spiral can be cataclysmic for those who are not prepared, who cannot move with it, who cannot enter the flame and spiral with it, who curse it and curse those who carry it, who dash the candle from the hand of the little child for they are offended by the light.
See, then, that that integration demands integration with the Christ Self and the Mighty I AM Presence. And all who pursue that integration will live in the abundant life, and all who do not will find themselves thrown from that spiral of the figure-eight flow of the Eighth Ray. They will find themselves in outer darkness.
Beloved ones, the God of the earth, Gautama Buddha himself, will come to the fore in this decade. Those who denounce him and renounce him will bear the karma as never before‑-the karma of the rejection of one sent by Sanat Kumara. He is the Messenger of God and the One Sent. Heed his word when he comes on New Year’s Eve, for behind the word that he will speak will be the matrices of light for a decade.
Precious hearts, enlightenment can come to a planet and a people. If it sounds as if we repeat our previous words, let it be so. For these words bear repeating by us and by you. And those words of repetition are these‑-that the spiral of integration and the ray of the sign of the Buddha and the Mother may bring that enlightenment if the chelas will it so and the people will it so.
A great deal will be up to free will but not all. For the fallen ones will not be free, will not go unchecked in their blasphemy against the Woman and her seed. Beloved ones, let them speak what they will speak. Let them write what they will write, for thereby they will be judged. Be not attached to their activities, for we have known from the beginning what is their way.
It is time for the way of the Buddha. It is time for that meditation. It is time for going within to the Great Casual Body of Light. It is time to draw down by the mighty figure-eight flow the immense light of the cosmos‑-that light that goes where it goes. Many do not know, but I know and my chelas know.
This is a decade when you will see, if you will make the call, the greatest fall of those fallen ones because Saint Germain has uttered the fiat of the declaration of war. He had to do it, my beloved. And his doing of it was the sign of victory, the sign that Almighty God stretches forth his right arm through the Word and the armies of heaven. Did you think they would be in retreat forever? Understand that when these armies march, they march unto the victory.
Ponder, then, my word. Seek how you may enlist in those armies. Wait upon the word of Chan, Chananda, my beloved. Ponder my word. Ponder the meaning of the path of the Buddha that is on this path of the ray of integration that will defend its position against the entire astral hordes.
I seal you in the light of Surya. Believe it or not, my time is up. [laughter] Truly I brought with me an hourglass. And Lord Gautama said to me, “Morya, my son, say as much as you can in the hour given, for when the sands run out I will expect you back at Shamballa.”
Thus I have spoken to you quickly and diligently on those matters of greatest concern to my heart. You will hear me in the words of the Masters who are yet to come. And if you look at my portrait which I have painted upon the face of my Messenger, you will also see the twinkle in my eye.

Because he has ably outpictured these essential virtues, El Morya has, through many embodiments, worn the crown of authority, ruling many kingdoms wisely and well. His rulership has not been that of a dictator, demanding that his subjects submit to his human will; but rather, his interpretation of government is God-over-men and his concept of true statesmen is God’s overmen. He inspires in his subjects illumined obedience to the holy will of God.

El Morya’s Previous Lifetimes
The Master Morya was embodied as Abraham, the first Hebrew patriarch; Melchior, one of the three wise men; King Arthur, guru of the mystery school at Camelot; Thomas Becket, Archbishop of Canterbury; St. Sergius, founder of over 40 monasteries in Russia and one of the Russian Orthodox Church’s most highly venerated saints; Sir Thomas More, the “man for all seasons”; Akbar the Great, founder of the Mogul empire in India and the greatest of its rulers; and Thomas Moore, the Irish poet laureate.
El Morya ascended in about 1898 after his work with the Master K.H. in founding the Theosophical Society. El Morya has served tirelessly with Saint Germain in the cause of world and individual freedom, training public servants to externalize the will of God through God-government on earth.
El Morya – The Temple of Good Will Retreat at Darjeeling, India
The Temple of Good Will is the etheric retreat of the master El Morya located above the foothills of the Himalayas above the city of Darjeeling, India.
Magnificent, radiant currents of light pour from his retreat, which also has a physical focus in the hills surrounding the city.
The etheric retreat is a glistening white building in Moorish architecture, square with minarets at the four corners and a large central flame-shaped dome.
The walls are as thick as a medieval castle. The apertures are also flame or dome-shaped, delicately shaded in a pale blue as are the doorways, the apertures atop the minarets and the carvings that mark the divisions of the four stories of the retreat.
As we enter this headquarters of the inner-world government, on the first floor, we are shown the main auditorium. At the far end is the focus of the diamond heart, ministered unto by the devas and Brothers of the Diamond Heart. On a raised altar there is a pale-blue diamond with a delicate blue flame encompassing the white flame that is visible in the center of the diamond.
