LECTURE TRANSCRIPT
The subject for this afternoon is decrees. Someone may say, “I thought that I knew all there is to know about decrees.” Well, I’m sure, as time goes by, we will all find out that there is a great deal more to the subject of decrees than at first may meet the eye, or the ear. I am not going to pull any punches this afternoon. I’m going to speak straight from the shoulder because El Morya has requested that I speak from the shoulder.
Now there have been circulated throughout the United States and the world various statements made by very fine people, in some cases‑‑and in some cases people who I seriously question their motives‑‑to the effect that the ascended masters no longer want us to use decrees, are not interested in them, and that we should cease decreeing.
The first thing I would like to say is that El Morya, Lord of the First Ray and the head of this activity, contacted me upon the first occasion when such a thing was circulated and told me that by no means was there any truth in this statement; that decrees were, are, and will remain for a long time to come, a source of benefit to all mankind and to those individuals who are wise enough to use them properly.
Now having received this instruction and this direct word from Master Morya, I do not hesitate this afternoon to tell you that I intend to continue as long as I live in obeying the precepts of the ascended masters in advocating, in backing, in supporting staunchly the giving of decrees.
Now I am certain that, just as in choral work‑-with which I am not too familiar except as an observer‑-training is needed. So proper training in the giving of decrees will render them more effective for the benefit of the person giving the decrees, as well as the group participating in the decrees, and continuing to the world at large who also receive benefits from the decrees.
So it seems proper to me this afternoon that all of us examine the fabric of decrees from the beginning to the end.
Let us start, first of all, with just what is a decree. A decree ought to be defined as the proper use of the spoken Word in invocation to the Deity as the Supreme Deity, and to those hierarchial members of the Great White Brotherhood dedicated to the service of the earth and the freeing of mankind, and to the angelic host and the hosts of heaven dedicated to the same purpose‑-the freeing of mankind.
In other words, to make the longer story short, a decree is an invocation to God or the ascended masters to call their energies into action and to offer our energies to them so that they can amplify those energies by the ascended masters’ power in order to produce the specific quality for which we are calling in our decrees.
Now, the first decree I understand was uttered by God himself, and it was consisting or did consist of only three words, or four words‑‑I’m sorry, forgot one corner of the universe: “Let there be light!” That was the first decree that came from the heart of God‑-“Let there be light!” “Let there be light!” And there was light.
The fiat of God is the conscious power of God over matter, substance, energy, and all that is. In other words, when God spoke, he spoke as the authority for the universe, and his first decree, “Let there be light!” created light, brought it into manifestation. Now go and do thou likewise.
Many people fail to understand that all of the good things in life which are free must be received by man, who is a manifestation of God. And when God said “Let there be light,” in order for man to actually appropriate light to its fullness, he himself must invoke, as God, the quality of light in his own world, else he shall continue to walk in darkness.
Now this is the teaching which Jesus basically declared to us, said: “He that followeth me shall not walk in darkness. I am the light of the world.” And surely the I AM of all of us is the light of the world.
Now when we decree, then, “It is not I,” as Saint Paul said, “that do the work, but it is Christ in me.” It is the living light of God that does not fail within us that utters through us these decrees. The long understanding of decrees may make them, to the human consciousness, a noisy affair which may make some individuals who dwell in the human consciousness at that specific moment feel as if they would like to run away.
Now we realize‑-and I’m going to speak frankly‑-that countless numbers of individuals have been chased out, so to speak, from various I AM groups and other spiritual groups who were decreeing, in the sense that the people became disappointed with the decrees. Well, beloved ones…
Thanks for the recorder, now I’m able to remember‑-[taping stopped] people. [Pause.] You will have to wait a while, it’s very difficult. You see [taping stopped]
…coming back to me now is that, if diving into the sea you do not find a pearl, the fault is not in the sea but in thee. That’s the basic concept that the master gave to me, which is old‑-you’ve heard it before.
But, in other words, in giving decrees, beloved ones‑-and this is the ascended masters’ teaching‑-if we do not get a tremendous blessing out of giving them, it is not the fault of the masters, it is not the fault of the law, it is not the fault of anyone but ourselves, and it is really not our fault. It is simply that we have not yet attained or mastered the proper instruction in the giving of decrees, because if they are properly given, they will always evoke a joyous response in our world, because the law is always identical.
Now we recognize that when we start to act with decrees, it is like a driving force. And there are times that, as in this ancient story where the iron walls close in on the man until he’s almost cooked alive, so the activity of the mass consciousness may press in on us. But the decrees will drive that back bit by bit until the walls recede and the light substance of the ascended masters actually replaces the human consciousness. And this gives us a beautiful feeling within our heart that enables us to do the work of the Christ.
Now there’s a great deal of instruction to be given here this afternoon, and some demonstrations of this law. First of all, we ought to consider what is the proper method of giving a decree.
A decree as a rule is repeated three times. We’d say the power of the three‑times-three. The real reason for that is that the first time we say it, it doesn’t always penetrate through our four lower bodies and into our consciousness with depth. We’d say, “beloved I AM,” and our feeling intensifies; we say, “beloved I AM”; and then we say, “beloved I AM.” Well, if we started out the first time and said, “beloved I AM,” you see, we probably would have achieved that intensity right at that given moment. So we need to keep a sustained intensity, but we build up to it.
And the same thing is true, beloved ones, of these classes. We build up. We start the class and the keynote address, and it keeps mounting higher and higher toward the ascended masters’ octave until, towards the end of a class, many of us get the feeling as though we’re no longer a part of this world. We feel as though we have come apart into a retreat, which is just like Master Morya would do for us if we were to go over to India and actually be in his presence. We would feel his radiance and his love, and be no more royally treated than we are here by the masters lavishing their attention upon us.
Just because we don’t, all of us don’t see them physically with our eyes does not mean that they’re not here, because we know, from the radiation, instruction, and love that they give to us, that they are here, and we’re all very, very grateful that they are.
Now, we want to go on with this instruction on decrees. I’m trying to cover a rather broad subject here; that is, cover a subject rather broadly. Let us go now to the jungles of Africa and pause to reflect that, for centuries, witch doctors in Africa have conducted their rituals and their rites, often accompanied by the beat of a tom‑tom [beats pulpit]. You’re familiar with it.
Now, they use that and they are not completely devoid, contrary to the opinion of a lot of American people, of good common sense as far as psychology goes. They have an understanding of psychology, but they also have a very deep understanding of some of the spiritual laws. They don’t have illumination, they’re not serving the Christ, and the rituals that they practice are, are, in most cases, taboo and are contrary to spiritual law. But they do understand how to manipulate vibration, and that’s why I mention them at all.
They understand how to drive, by the beat and rhythm of the tom‑tom, whatever form of mantram or chant they are reciting, into the brain and consciousness of the people within the hearing of the tom‑tom, and even beyond that. Because the rhythm, you see, is what actually serves to drive it.
Now we have a decree that we use sometimes, it goes like “drive and,” “drive and blaze, drive and blaze,” you know, “drive and blaze thy light through me.”
Getting back to the rhythm, most of you have watched a stone as it’s thrown into a pond, and you know someone throws this stone, and the ripples come out in even undulations. Have you ever watched that, how they’re all spaced and they keep on widening? Now you cannot imagine uneven ripples, because if every time you throw the stone into the pond, you get the same results‑-these ripples will come out all spaced evenly. You try it.
But man can do things that, that even nature can’t do. Man can really do things that will interfere with the divine strategy as far as he individually is concerned, because man has free will. So leave it to man. Man will certainly do, if he’s given an opportunity, the very thing that’s going to hurt him the worst.
What do people do? They utilize a broken rhythm. We find this in dissonant jazz and dance orchestra music, a lot of it. It utilizes broken rhythms. And what a broken rhythm will do‑-some of you have heard about the cows up in Wisconsin, the test they conducted up there, where they played jazz music to the cows in the barn and then measured the milk production. Well, the end result of it was that, when the jazz music was played, the cows gave far less milk than normally. So then they took in some beautiful music, some Strauss waltzes and played Strauss waltzes to the cows, and the milk production stepped way up. So it proved that the proper rhythms have value in balance as far as individuals are concerned. That’s why rhythm is important in decreeing.
Now how many of you are aware of the fact that when an army approaches a bridge across a river, regardless of how well buttressed and reinforced that bridge is, that, as the army approaches the bridge‑-you know, armies march hup, two, three, four; hup, two, three, four; hup, two, three, four. Well, when they come to the bridge, what happens? [Response.] Break ranks, change your step.
Now the reason for that is what? [Response.] The bridge would and has collapsed. They have learned through the centuries that a bridge can be collapsed because of the constant rhythm. If the men went across in step‑-hup, two, three, four‑-that vibration would do the same thing as happened with the Electra airplanes over the fields of, I think it was Indiana‑-am I right on that? I believe Electra airplanes.
They were flying over Indiana‑-and years ago this happened, not too many years‑‑one motor began to vibrate on one side of the plane, and through the structure of the airplane the vibration was carried to another motor over here, which picked it up and began to amplify it, you see. And the next thing you know, this motor over here began getting a different rate of vibration from this, but still a step‑up, and so it began vibrating still more. And then this one got the, still more vibrations, and they just kept going like this. And the first thing you know, that big bird was down in the pasture with all the people, just because of the vibration playing against the vibration.
Now this is vibration. Therefore, one of the first things in decreeing that ought to be realized is that the decree should be given rhythmically, it should be given in a balanced manner.
Now none of us who direct these groups have an absolute perfect rhythm at all times‑-I want to qualify that. I am sure that there are times when our rhythm is excellent because the Presence takes over. But there’s times that, for some reason, one reason or another, we may not have it. But we desire, believe you me, to have a perfect rhythm. So rhythm is one of the first things that you must remember in your decree.
Some of you may have heard the story of the opera singer who could sing a certain note and break a crystal chandelier, or a water glass, a tumbler. I understand that is absolutely true. I have also heard that with a violin, that a bridge could be started to sway with a violin note so that it would possibly collapse. So vibration, beloved ones, is most potent and powerful.
Now let us stop for a moment because, and think about what we call supersonic sound waves that are used in treating calluses on the feet and other things. They actually can destroy tissue in the human body with vibration. It’s really quite a wonderful thing when you stop and think what vibration can do. It’s rhythm. It’s a constant beat.
So let’s not downgrade the beat of the tom‑tom as being sheer nonsense, but let’s recognize that we have a higher and a more noble effort and opportunity here to express rhythm the ascended masters’ way by having our decrees given in perfect balance.
What, then, is next important as far as decrees are concerned? It’s the words we say, yes. The words are very important. That’s why most of our decrees are written by ascended beings. Some of our decrees are not written by ascended beings, but they’re written by dedicated beings with the approval of the ascended masters. And I consider them equally efficacious. I truly do, because the master has told me that what is important is that a need is met. A decree, then, is directed to a specific need. So you have a need and you have a decree to fill that need. So you have a rhythm.
Let us now come to tones as far as the voice is concerned. I’m not standing up here and making you people my father confessor, but I am sure as time goes on I can improve in giving directions on decrees. I’m sure my voice can be improved. Our beloved Donna has offered to give me instruction at various times in breath control, which she has considerable training in, and I intend to take that because I don’t think that any of us can be so wise or so smart that we can’t learn something. And I certainly don’t think that I’m above learning a great deal.
If any of you people feel sometime that you have something that’s helpful to me, I want to hear about it. I don’t want to be one of these people that sits on top of a pinnacle and or an ivory tower and feels that they know all the answers.
I feel my Presence knows all the answers and knows where to get those answers, and so I don’t feel bereft of knowledge as far as standing up here is concerned, because I believe the Presence can take over where I lack, and I have the confidence the Presence will be right. But that doesn’t mean that we can’t receive or deserve a prompting from one another if it’s given in love and kindness from within.
Now, getting back here to the subject of decrees. A decree must be rhythmic, it must be needed, but there is one other quality that I haven’t mentioned here, and that’s the power of visualization‑-imagination in use. When you give a decree, in addition to rhythm, tone, and need, the proper word, you will put into that decree a visual picture of what you’re decreeing about. You are using the mind’s‑eye vision, the spiritual bird’s‑eye vision that helps to externalize, to image‑-eye magic, you see. Image is eye magic, eye magic. You’re an eye‑magician, in other words. You’re a true magician of the spirit as you give these decrees.
Now let us take the simple decree, “Violet fire thou love divine, blaze within this heart of mine! Thou art mercy forever true, keep me always in tune with you.” The ideas embodied in there are very important. We’re speaking to the violet fire, so we think violet fire. We say, “violet fire,” and we just adore that violet fire.
Violet fire. But what are you, violet fire? “Thou love divine.” It’s divine love, the violet fire is. Say, “Violet fire, thou love divine, blaze“‑-where do you blaze?‑-“within this heart of mine.” Right in here, you just feel it and you see it coming up. “Thou art mercy forever true,” because mercy has to be true. It’s a quality of God. “Keep me”‑-keep the outer self‑-“always in tune with you;” in other words, with divine love.
So, you see, as you give it you keep drawing it and you keep intensifying it as you give the beat.
Now let us all try it together, first at a slower tempo, and I will give a metronome sound up here. We’ll start slow and we’ll speed it up.

It was excellent and, you see, it works. It draws the feeling from the heart of God such as is embodied in the decree.
Now there’s another example. There are many examples of rhythm. There’s another example which I think you should hear about because it’s very powerful. Think 5.01 in your decree booklets. It’s a “Decree for Freedom’s Holy Light.”
Now this was given by Lord Gautama, the Lord of the World, and Saint Germain. This decree was given to combat juvenile delinquency and various forces of disorder that were rampant, particularly rampant at the time that the decree was given, but it is a most vital decree. It’s charged with a protective power.
You will notice that it is addressed to the mighty cosmic light. Now, decrees should be broken down in thought to be understood properly.
“Mighty cosmic light.” You get this concept as you start to decree. That is to say, when you first master a decree, you study the decree to see the various parts of that decree and understand it before you give it, because by your understanding, it is no longer dead words, it’s the living Word, the spoken Word, it’s energized by your mind.
Then you are making that decree a part of yourself. It is not just something that you’re mouthing. It’s not just a prayer that you’re repeating with a rhythm as some Buddhists sit and turn the prayer wheel but feel that the wheel fluttering around with their prayers is going to accomplish their entire salvation. Well, we’re not in any way making fun of those blessed people; they’re very dear. But the point is that a great deal of good is accomplished by understanding what is on the prayer wheel and being a part of it.
Now, “mighty cosmic light,” you see, you go to that. Excuse me, right here now. Then “my own I AM Presence bright.” Then you see your own great God Self standing over you, as in this chart here.
This is your Mighty I AM Presence. Each one of you have a Presence like this. Some of you have thought of it as your guardian angel. But that Presence watches over you. That’s the replica. This is only an eye picture of it. You can’t reproduce the Presence on a piece of paper. But the chart shows the Presence overhead, and it shows the electronic body of light, which is made in the image of God. That’s the Real You.
So you say, “Mighty cosmic light, my own I AM Presence bright,” and you visualize your Presence. “Proclaim freedom everywhere.” You’re asking the Presence to proclaim freedom everywhere. That’s calling the Presence into action. “In order and by God‑control, I AM making all things whole!”
That is the power of complete rectification of all wrong or disorder, you see. So when you give it with that understanding, it helps it to work. It’s like one of our brothers here pointed out in his study of the book Man, Minerals, and Masters of how the spoken Word effected the minute specs of minerals in crystals so that they took on the form of various God designs in response to the invocation, which was observed microscopically and photographed.
So this comes right down and relates here. “Mighty cosmic light”‑-you’re going right up to the cosmic light‑-“stop”‑-you’re demanding them to stop. Well, right there you know what a stop sign does to automobiles. It just stops them. So you’re calling for a stop sign to be placed in the path of “the lawless hordes of night.”
Well, what are “the lawless hordes of night”? That’s the spirit of disorder. Anything that comes into your own world or the world of another that incites the disorder, any form of disorder, it does not matter. We’ve all been victimized at times by it. The world is full of it.
“Stop the lawless hordes of night, proclaim freedom everywhere”‑-set the captives free, proclaim the divine freedom everywhere.
“In justice and in service true”‑-God is always just, and I want to serve him truly. “I AM coming, God, to you!” At that point you may visualize yourself kneeling before the very throne of God. “I AM coming, God, to you!” You’re coming to God, you’re asking him to take command.
And again you address the great cosmic light: “Mighty cosmic light, I AM law’s prevailing might.”
You know, the Goddess of Liberty holds that great book in her hand. I AM the Law. Well. “I AM Law’s prevailing might.”
In other words, at that point you think how the law of God is over all laws of man, and you hold a mighty image of the law of God and you see you are God in action. You’re the authority of God in your world. And when people on this earth hold these thought patterns, they put ten million people to flight, just one individual almost, or a million people at least, just by that. That’s calling the law into action.
“Proclaim freedom everywhere”‑‑you feel and expand like on wings.
“In magnifying all good will I AM freedom living still!” I’m living still in spite of fire, dungeon, and sword, in fight of human, in spite of human tyranny. In spite of all that mankind may have done, the freedom of God is living still in the hearts of men.
“Mighty cosmic light, now”‑-right now, demanding in the Eternal now‑-“make all things right, proclaim freedom everywhere; in Love’s victory all shall go.” All are going to go into their victory by the power of love. Think of that, you’re amplifying love. “I AM,” the I AM is “the wisdom all shall know!” You’re proclaiming that.
“I AM freedom’s holy light, nevermore despairing.” I’m through and done with despair, with human despair. “I AM freedom’s holy light, evermore I’m sharing” the treasures of heaven that I have. And you can feel the love of God flow out through you to help share these treasures you have now.
“Freedom, freedom, freedom”‑-you’re calling for it all over the world. “Expand, expand, expand!” Now you just see freedom amplified all over the world. “I AM, I AM, I AM, forevermore I AM freedom!”
You see how you do these decrees? You study them, you break them down, and then you’re able to understand them, to put your feeling into them. And you’re building a matrix of feeling so that every time you give these decrees it’s just like a phonograph record or a tape recorder. Your feelings will flow into the channels you have schooled them to flow into, so that you will not be just saying words. You will be entering into the spirit of light, the spirit of invocation, the spirit of truth, and you will be getting the result that a decree was intended to achieve.
Now the reason why people have spoken against decrees is because they didn’t enter into the spirit of the decrees. They didn’t know what they were doing. Either someone didn’t give them the instruction, or they didn’t listen when the instruction was given, or they didn’t believe it, or didn’t understand it. Something happened.
And sins of ignorance are, of course, forgivable. There’s no malice in them. We bless everyone that has the wrong understanding or has had the wrong understanding, and we pray and call for the speedy enlightenment of all those individuals. We have no desire to criticize their blessed hearts. Wherever they are, we have no desire to speak against them, their teachings, or anything.
But we must affirm the God-control that the ascended masters gave us, and we must not be swayed by false teachings that would rob us of our immortal destiny and of our participation in the masters’ plan. We must guard this plan with our very lives.
Well, we know that people come in here for the first time and hear decrees, and they’re somewhat shocked by it. We have one party now that used to be a member of the Washington group who really doesn’t come anymore because they can’t stand decrees. Well, bless their heart.
We know that we’re not perfect, but we’re not going to stop. We wouldn’t stop if everyone didn’t like the decrees. We’d keep on. But you know what we’d do? We would do our best to make those decrees the kind of decrees that the masters would be pleased by. And then we wouldn’t worry about people because we’d just love people. And we’d send that love out to the people that wouldn’t understand.
Now I’m talking about decrees today, not because there’s been any problem. We haven’t had any problem at all with them‑-I’ll be frank with you‑-at least not on the surface.
If we’ve had anyone that was unhappy with decrees, well, we understand that people become unhappy with lots of things. That’s the human creation that becomes unhappy. But I have learned, by the grace of God, and been taught through the years to not immerse myself in the vibratory action of unhappiness. Sometimes I let off steam like everyone else, and I say, “Well, this is this, or that is that,” but then it’s gone and it has no more [tape skips] didn’t always feel [tape skips] vipers.
Well, beloved ones, we’re not anxious to make the world at large uncomfortable, and we know that everyone that comes through our doors may not like decrees. But I want to see the Washington group experts in decrees. I think we can accept the challenge, ’cause we’re kind of pretty thick with each other; we’re one for all and all for one. And we’re a bunch of little pebbles, we’re rolling around. Sometimes we knock a chunk off of each other‑-a little bit here, a little bit there‑-but we get along very well.
And I think the whole Summit Lighthouse activity gets along very well. We find that in time those that don’t want to get along with us find a home somewhere else. [tape skips] people that they had to [tape skips] feeling.
[Tape skips] to give you an example of how a prose decree is given. Many of our decrees are in couplets, or they’re in rhyming lines, which is very good.
I have an example of a new decree which has never yet been printed but I’ve given it different times over here. This is one for those of you that could use a little more money. I imagine, however, very few people have that trouble [laughter], so nobody will probably be interested in giving this decree. [Interruption.]
This one is devoted to the God of Gold, and the God of Gold is actually a part of the hierarchial expression of God. It’s a beautiful, divine being who has externalized the wealth of God within his being. And he’s in charge of the gold element over the entire planet. It’s his responsibility.
And the gold element holds the wealth of the world, you see. It holds the balance of power. And the gold in America, you see, is a great protection of this country. There’s a lot more…
You see, the gold is actually the sunlight from the sun of this, of this whole system as it congealed its veins within the earth. And there’s only so much of it on the planet. It’s very important.
Now I’m going to give this. This is a couplet, this is not a prose decree.

This is the law. Now I want to give it, show you the difference. On page 6.00. [Tape skips.]
Student: Radiation projects the vibration, I mean, it hyper…
MLP: [Tape skips] radiation, a vibration itself is merely the setting into motion of atoms, electrons, and so forth, which conveys by waves, from one individual or one object to another, a, a, it actually, just by the pebble thrown into the pond illustrates it the best. And if you have another, if you have a little boat floating over here on the pond, when the waves hit it, the boat’ll begin to vibrate with the vibration. So the vibrations, the vibratory action of things, are the rate at which they vibrate.
Radiation is usually something that we refer to as the radiation of the ascended master. Now you could refer to human radiation. Human radiation is, is quite, it, it’s almost the same as vibration and yet it isn’t.
Vibration is usually thought vibration, whereas radiation is usually something that comes from the soul of, of man, unless it is negative. Well, then it’s negative vibration, you see. But radiation is something that we think of as the light waves that the ascended masters send out, as far as I understand it.
Student: And would the radiation be in proportion to the rate of vibration?
MLP: Well, what can happen is this. That a person who is not sensitive, I wouldn’t say so. But what can happen is, if a person is not sensitive, it just goes right over their head.
You can have a room filled with ascended‑master radiation that some of the people in the room are just exalted in heavenly places, and others can sit there and maybe even feel a little peace, but sometimes you even find where they don’t even feel the peace. In other words, they’re not sensitive to the radiation, you see.
Student: Well, [inaudible] a person’s [inaudible] the higher your vibration according to prayer and all that sort of thing would raise your vibration, and you would radiate in proportion to that height of your vibration, wouldn’t you say?
MLP: Oh, you mean, you, you’re talking about your radiation, about personal radiation now? [Response.] Yes, people can radiate divine love to one another, there’s no question about it. Yes, you can radiate. But this is the radiation of the masters’ light that you’ve drawn forth and qualified within your own heart which you radiate out as the feeling of divine love to someone else.
You can radiate a feeling of love, you can radiate good feelings, that’s true. But the masters’ radiation is completely free of all human contamination, so that it is so superior to what we ourselves give, that their vibration is even more pure than the most loving arhat on earth.
I mean, you can have a very loving being, a being that’s very close to God, but it’s still not quite the same as an ascended being because there’s still a little human left in that vehicle, you see, and it acts kind of as the lens or a qualifier. It qualifies the rate of vibration a little bit. But we can call for…
The master just wanted me to tell you something. He just came along and spoke to me now. He said that I should tell you that you can make a call to your Holy Christ Self, to your God Presence, and ask that all the human radiation be taken out of your radiation by your Holy Christ Self before it leaves your forcefield, so that no human being need be subjected to the negative energies of your world if you want to make that call. He said that that call could be developed and you could give that call every day and that it would be very helpful to you in pouring out divine love. That was his answer he asked me. Yes, dear?
